How to Send Bulk WhatsApp Messages Without Getting Banned: 9 Rules That Work
WhatsApp restricts numbers that look like spam. These nine rules keep your bulk campaigns on the right side of that line, and get more replies too.

Short version
- WhatsApp restricts numbers when people block or report them, or when sending looks automated: sudden bursts of identical messages to strangers.
- Send to people who know you, personalise every message, space messages out, start small and make it easy to opt out.
- For large lists or transactional messages, use the official WhatsApp Business Cloud API instead of a personal number.

WhatsApp is one of the best channels a small business has: people read their messages and reply. That is exactly why WhatsApp protects it so carefully, and why careless bulk sending gets numbers restricted.
There is no secret setting that makes bulk messaging risk-free. But the businesses that send campaigns for years without problems follow the same few rules. Here they are.
Why does WhatsApp ban numbers in the first place?
WhatsApp’s systems look for two kinds of signals:
- How people react. Blocks and spam reports are the strongest signal. If many recipients block you, the number is at risk, whatever tool you used.
- How the sending looks. Large bursts of identical messages, sent quickly, to numbers that have never talked to you look like spam.
Every rule below reduces one or both of those signals.
Rule 1: Only message people who expect to hear from you
Your best list is people who have bought from you, enquired, booked or signed up, and who agreed to hear from you on WhatsApp. Ask clearly at checkout, in your shop or on your website. Never buy lists.
Rule 2: Start with your warmest contacts
Send your first campaigns to recent customers and people who have chatted with you before. They recognise your name, reply more and rarely report. Only add colder contacts once the number has a history of normal conversations.
Rule 3: Start small and grow slowly
Don’t send to thousands on day one. Send to a small batch, watch the replies and blocks, then send to the next batch. A gradual ramp looks like a growing business; a sudden spike looks like spam.
Rule 4: Personalise every message
Use each person’s name and, where you can, something relevant to them: their last purchase, their city, the course they enquired about. NexBotix fills in {{name}} and your other spreadsheet columns automatically. Personal messages get more replies and fewer reports, and they aren’t identical, which also matters.
Rule 5: Space messages out
Sending hundreds of messages in seconds is the clearest sign of automation. NexBotix sends with a 3 to 5 second gap between messages, so a campaign reads like someone working through their contacts. Scheduling campaigns for a sensible time of day helps too.
Rule 6: Write like a person, not an advert
Keep it short, start with a greeting and the reason you’re writing, and give one clear action. Avoid all caps, walls of emojis and a link in the first line. If your message wouldn’t look normal coming from a friend, rewrite it.
Rule 7: Make it easy to say no
End campaigns with a simple line like “Reply STOP if you’d prefer not to get offers”. People who can opt out easily don’t need to press Report. Remove them promptly and add them to your excluded numbers.
Rule 8: Be ready for the replies
A campaign that gets 40 replies and answers none of them teaches people to ignore you. Switch on AI auto-replies before you send, so every reply gets a fast, useful answer, and use AI follow-ups for people who didn’t reply the first time.
Rule 9: Move large volumes to the Cloud API
If you need to message thousands of people regularly, or send transactional messages like order updates and OTP codes, use the official WhatsApp Business Cloud API. It is built for business messaging at scale, uses approved templates, and avoids putting your personal number at risk. NexBotix supports it through Meta’s Embedded Signup.
A quick pre-send checklist
| Check | Why |
|---|---|
| Everyone on the list knows your business | Fewer blocks and reports |
| Message uses their name | Not identical, more replies |
| Batch size is modest | No sudden spikes |
| Opt-out line included | People opt out instead of reporting |
| Auto-replies switched on | Every reply gets answered |
| Sending time is sensible | People are free to read and reply |
Follow these and bulk WhatsApp becomes what it should be: a quick way to reach people who want to hear from you. Ready to try it? See how Nexa, the WhatsApp AI employee handles campaigns and replies.
